Install wp-optimize via control panel

I keep getting the following on my error log repeatedly, such that the site is not accessible. I wanted to try to reinstall wp-optimize via the control panel, since wordpress is not letting me login to do that. Can that be done and get it instantiated in wordpress? I am afraid to just delete it in the control panel.
