installation

I have my website’s background and banner the way I want them but the body of the page has no tags, there’s no button for the dashboard, the widgets I chose aren’t appearing, and I can’t remove the portions of the blogroll that I don’t want to show. I wanted that page to be a static page with two blog pages attached but now I can’t post what I need to post to that opening page. What in the world did I do? And please explain what I did and how I can fix it in kindergarten English. I’m electronically CHALLENGED!
ALSO, somewhere I was a page that let me configure my comments section. The invitation to comment that I wanted to use is on my site page but clicking on it doesn’t bring anything up and I can’t find a place to change the name of the comments section that’s on my blog page. I. Am. Frustrated!
