You need to install and actiavte this 2FA plugin. The installation is quite simple. After activating the plugin, create the account with miniOrange in the plugin itself. When your account is successfully created, Email Verification will be set as your 2nd factor authentication method.
As you are having Windows Phone, you can choose Google Authenticator and Authy which are compatible with your phone. You can also use OTP over SMS, Email Verification and Security Questions (KBA).
During login, when you will enter your username and password and submit, you will see a 2nd factor screen, asking to verify your identity. Once your identity is verified, you will be logged in to your site.

If 2FA plugin is installed why do I need to have Google Authenticator or Authy?
About Google Authenticator it is not usable on Windows Phone as per their statement below:
“The Google Authenticator plugin for WordPress gives you two-factor authentication using the Google Authenticator app for Android/iPhone/Blackberry.”
And Authy phone verification is not free.
