Installation problems 3.0

Please help,
I’m new here,and tried to install the automatic upgrade to wordpress 3.0 the problem I’m having is that it keeps telling me it could not create directory.://public_html any help that is easily understandable would be greatly appreciated, as I’m limited on computer skills.
