Installation Questions

Hi just a few installtion questions.

Following the Installation: Famous 5-minute install guide

I am not sure but should I leave the brackets and qoutation marks in the config file ?
define(‘DB_NAME’, ‘putyourdbnamehere’); // The name of the database
define(‘DB_USER’, ‘usernamehere’); // Your MySQL username
define(‘DB_PASSWORD’, ‘yourpasswordhere’); // …and password

Do the files have to be uploaded root or can I create a new folder for them ?

Can I use dreamwever as a editor ?
