I ve got same problem on cpanel and wamp.
When I try to open installer.php in URL: https://example.pl/installer.php I see same communicate.

“– Browsing to the installer displays PHP code or it won’t download from the Packages screen” is not working.
Did you try the options in the FAQ above? 99% of the time this issue has to do with how the file was FTPed over to the new server.
