You mean use just the custom list? That’s not possible at the moment. (But I’ll think about it.)
However, the best solution would probably be a diacritics file for French. You can adapt the https://github.com/mundschenk-at/wp-typography/blob/master/php-typography/diacritics/en-US.json file and I’ll add it to the next release.

i have a second question , is it possible top apply the plugin to the comments?
I try To put ‘né’ and ‘ne’ in exceptions but it does not work it’s the same problem with ‘risque’ ==> ‘risqué’
it’s ok , i remove né and risqué from the good file

Just copy en-US.json to fr-FR.json, edit it to change the language name and remove the inappropriate entries. You can use it as is in your installation and mail it to me for inclusion in one of the next releases.
Regarding comments: wp-Typography is already applied to comments (unless your theme uses some non-standard implementation, e.g. Disqus).

I assume this has been resolved, @lolo343 (although I’d still be interested in providing a proper French diacritics file if you send me one).
