hello, I would like to create an index of chapters on a page, how to create the internal post link between the index entry and a paragraph title at the bottom?

I am not sure I understand. It sounds like you either want a table of content that you can add at the top, or footnotes, which are at the bottom?
WordPress has a footnote block that you can use. If you need a table of content, then you need to install a plugin.
