Have you tried turning on wp_debug in your wp-config.php this will hopefully populate your error logs to help you find the issue.

I did add the debug line.
There might be some errors in the templates, but nothing justifies the impossibility of accessing the the plugins and updates features in the dashboard. Is anything else i can do? I am not sure what is the problem. Thanks. Below the log.

Dear Word Press crowd any help on this issue would be greatly appreciated.
My site works perfectly, but when I am use the wordpress dashboard I am unable to access
blog/wp-admin/update-core.php
blog/wp-admin/plugins.php
blog/wp-admin/plugin-install.php
I can access all other pages, even blog/wp-admin/plugin-editor.php
As I said earlier I tried all of the suggestions which I found in previous posts
renamed htaccess file from main folder and subfolder
reuploaded wp-admin and wp-includes from fresh download.
i deleted plugins and created new. Also uploaded from old backup.
No error messages, apart from the ones quoted above which have nothing to do with the plugins.
Any help? Thanks.

I’m experiencing the exact same problem after I did an upgrade to WordPress 4.7 from an old 3.9.14 installation.
