Invalid conditional argument(s). erro no shortcode

I’m creating a list where I show the courses that are related to the created plans;
my objective and show in the list something that signals the client that he does not have access to the content, or in the opposite case that he has access to the content, I am using a shortcode that may be giving an error:

and even when I use the examples in the documentation I always get an error;
