It seems as your IP got blocked due to unusual activity. Could you please change your IP address by changing your WiFi or connect to a different network. After that, you can enable the two factor authentication plugin and whitelist your IP so that you will not get blocked in future.

I also should have added that I only want to protect the admin side not the user side.
I was able to access admin using Authenticator but got blocked on the user side because there is nowhere to put the code.
I will follow your suggestion above but still need to know how to only protect the admin side.

I assume you are having a custom login form for your users and you are looking to enable the 2FA prompt on that login page.
2Fa prompt on login page works for most of the custom login forms so can you tell us which custom login form are you using? Could you please confirm if you are using google authenticator as the two factor?
