From what I understand, you want all 20 users to be able to login however at any given point of time maximum 5 users should be allowed to login.

What i mean is to have the option to add the concurrency limitation,
Lets say if admin put the number as 0 then any number of IPs within certain range can still access the website, but when the admin set a number lets say 3, then only the first three IPs from the range are allowed to login and use the system.
This will be so much helpful to control the traffic and control the subscription,

So when you set the number as 3, ANY 3 IPs which connect to your site should be allowed. If someone from these IPs disconnects should a new connection be allowed ?

Yes, so the idea is to only allow a specific number of connections in the same time,
Lets say one company has given us a range of 20 IPs, but they only allowed to have 5 connections in the same time, so from the 20 only 5 IPs will work, others will have to wait until one of the spot is free,
