IPN Failutre Since Update

Are you using our PayPal IPN for WordPress solution, or what exactly are you using for IPN?

PayPal for WooCommerce doesn’t do anything with IPN at all, so it’s odd that updated this plugin would cause any problems with IPN, but if you want to revert back and see if that helps you can download any previous version you need here: https://ww.wp.xz.cn/plugins/paypal-for-woocommerce/developers/

Based on the URL you’ve provided for your IPN listener it seems that it must be coming from the built in PayPal Standard that comes with WooCommerce..?? If you’re using Express Checkout it’s recommended that you disable PayPal Standard anyway.

Then, if you do need IPN to handle any post-transaction processing you can use our PayPal IPN for WordPress plugin (which is also free).
