I have installed for posts views. Is it possible to set minimum initial value so that it will not start from 0 or 1 ?

Yes, but you have to modify the plugin.

Go to line 615 of wp-postviews.php https://github.com/lesterchan/wp-postviews/blob/master/wp-postviews.php#L615 and change the 0 to 1
