I’m unclear from reading and searching.

Can I upload it and let blog admins activate and use it, with their settings etc remaining unique to their own multisite sub-blog?

Yes, Jetpack is Multisite compatible. Each site is different entity, and will have a different set of settings and permissions.

I don’t think it’s true that Jetpack is truly and safely multisite compatible though Jeremy.

The Manage module allows any blog admin to control the whole networks plugins?
