is jquery-ui-timepicker needed?

I am trying to speed up our site. In Gtmetrix and Google PageSpeed Insights, I found jquery-ui-timepicker-addon.js can’t be parsed and jquery-ui-timepicker-addon.min.css can’t be optimized. I guess this is because these are external scripts.

We don’t have any uploads where users select times with a dropdown. Is it still necessary for these scripts to be loaded on every page of site?

If not, do you have a suggestion for how to prevent these scripts from loading?
