Is this plugin MultiSite Compatible?

I would like to be able to install this on a WordPress MultiSite WAAS network but allow individual subsite admins to enable or disable (obviously they will have their own Pixel and GA ID’s).

Some clients will want their sites to be seen inside mainland China, which of course makes Facebook, Google and just about every social media tracking code.. problematic and best not used.

Alternatively, if we forget about the GFW is it possible to NETWORK ACTIVATE the plugin?
