Can it be used in a WP MultiSite Network either:

a) Network Enabled (and configured per subsite)
OR
b) NOT Network Enabled but activated and configured on each individual subsite.

Yes, you can use If-So on a MultiSite WP installation. The license and settings are set separately for each individual site.
