Is it possible to create an application to fill a database?

    Hello,

    I am not a WordPress user, but I do know what it is used for. I have also an idea about how to install and configure, etc.

    What I would like to know (and I was not able to find an answer on this on the web) is, if it is possible to create an application to fill a database. In fact I want to use WordPress (or a plugin) as a tool to present to and ask data from users over the web.
    This means that I want to interact with a my own tables in a database (MySQL).
