Is [user-list] deprecated?

I’m trying to help someone else, and I’ve used the plugin for other websites (but use a custom template with code for members).

The website is one that is setup on MU, and [user-list] (short code entered in a Page) only returns those users that are either Administrators or Editors. It will not retrieve and display Subscribers.
