please follow this guide to enable WP_DEBUG:
https://www.seopress.org/support/guides/wp_debug-enable-error-logging-in-wordpress/
Then from another browser or using private browsing mode, click the Accept button from the cookie bar.
You should see what the error is in wp-content/debug.log file.
Once done, disable wp_debug for security.

Having same issue with cookie banner here is the error log from wp-admin.
