Issue running installer.php for the database

HI,

After running the installer.php file, I get this error. Please advise how I can resolve the issue. I don’t understand the links:

INSTALL ERROR!
Unable to read the database.sql file from the archive. Please check these items:
1. Validate permissions and/or group-owner rights on these items:
– File: database.sql
– Directory: [/home/rotinelson/public_html/whatscooking]
