This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you cannot access wp-admin, then try renaming your plugins folder (via ftp) as this will immediately disable all plugins. (Rename it back after your test.)

Thank you Steve. I did try renaming the last plug-in as well as the whole plug-in folder and the theme folder through ftp. Non of these changes made any difference in the error message being received. Any other advice?

I deleted wp-admin and wp-includes
manually uploaded them through ftp
manually uploaded files in themes and plug-ins

After manual install
cleared the cache
renamed my theme folder (armonioso) and plugins folder
no fix
You are still missing files. Upload *all* of the files from the wordpress download.

THANK YOU!!! I was going off of the Manual update specifically and didn’t update the files not in the folder 3 folders – wp-admin,content,includes.
