Can you please make sure that you have activated WP Travel Pro plugin?
Also, WP Travel Pro plugin provides the feature regarding partial payment. For making the payment through the user’s dashboard you can pay by going through User Dashboard > Bookings > Detail > Payment Gateway as shown in the screenshot below:

Further, can you please explain in detail with a specific screenshot in which dashboard you didn’t see the option to make a second installment payment i.e. admin dashboard or user dashboard?

I am not talking about pro version, I am talking about the free version of WP Travel. Free version of WP travel also has the option of partial payment. But on the dashboard, I am not seeing the option to make payment of the second installment. I am talking about the same screen for which you had shared the screenshot in the last reply.

As for now, the feature you have requested regarding paying the remaining partial payment amount from the user dashboard is only available in WP Travel Pro, so if you want to use this feature you need to buy WP Travel Pro plugin.
