I could notice the issue in your site; however, this seems more of a conflict. I tested in my system and can confirm such an issue doesn’t occur, and the value remains when changing AM/PM.
Could you please setup a staging site and check whether running a conflict test helps in ruling out the issue or not?
You’ll have to disable the plugins one by one to see which exact plugin the issue gets removed when deactivating. If it’s still the same even after the above, then check by switching to a default WP theme to see how that goes.
You can check with your hosting provider to setup a staging or use a plugin like the folllowing:

Since we still can’t replicate this on our end, there might be something with your site or form settings.
To investigate further could you please export the form and share it here using a free third-party storage like Google Drive, or OneDrive?

Hope you’re doing well today!
I was able to import the form you’ve shared and was able to replicate the issue on my lab environment; moreover, I was also able to replicate the same scenario on my lab site with a fresh form.
Since you are using “Limits” on the time that needs to be selected by the website visitors, I am further checking with the Forminator team if the behaviour is expected because it happens only when there are time limits set up. Hence, to make sure the form validates the time is within the expected time interval the “reset” could be expected.
We will update you further as soon as we receive further insights from the Forminator team.

An update here,
The Forminator team was able to review the issue, and it appears that the behaviour is indeed odd as it works as expected without the limits. I have reported the issue so that it can be improved in future releases. As of now, I will not be able to share an exact ETA as to when it will be released.
However, you can follow our roadmap https://wpmudev.com/roadmap/ as it is a good way to be posted about upcoming versions. Once they are released, it is going to be described in the changelog found on https://ww.wp.xz.cn/plugins/forminator/#developers
