Issue with w3 Total Cache when deactivated

I spent a few hours last night trying to workout why there was an issue with Items in a Woocommerce cart not updating, fragments where actual cart page wasn’t. I’d previously turned of w3 Total Cache so I could be sure changes propagated down with some website updates.
For some reason the deactivated plugin was serving some cached content, I checked file permissions but still not sure why this was happening. Simply re-enabling fixed all of the problems, in dev (localhost) I removed the plugin manually which also fixed the problem.
Any ideas why the deactivated plugin would still be serving pages there’s not forward proxy.
