it does not work in multisite

here is the way of my setup for wordpress:
B. Network-wide Activation – BuddyPress root blog in Secondary Sitehttps://codex.buddypress.org/getting-started/installation-in-wordpress-multisite/
in this case, it does not work, and only show the BP default registration form.
