I am having the same issue. I have tried both the WP local admin user and password, as well as the WordPress.com account and pwd. I have not been successful with an installatioin for the same reason. I would suspect there is known issue. But not a Known Fix.
If they had never heard of the issue they (WS Support) would have asked questions.
Since you posted this 3 weeks ago nobody but me has responed to you and your post is the only one on the Intenet containing the exact phrase of the error.
I guess someday in the near future WP.Com will fix the problem and then it will be installable.
If anybody knoww how to solve Alt77X or my issue please let us kno.

I’ve been having the same problem. I figured out it had something to do with including external files ( which my server blocked ) and found out the plugin makes use of cURL.
After some searching I found out my host could enable the cURL if they got the IP-adress(es) of the machine where it is connecting to. Perhaps your hosts blocked this aswell and could allow contact if they have the IP aswell.
Now the question is, what’s the IP of that machine. To which IP-adress(es) does Jetpack connect?
If anyone knows this, it would be a great help. Please let me/us know.

I have not encountered this error the first time I installed Jetpack.
But when I manually updated to WP 3.3.1, I could not anymore reactivate Jetpack and had this error…
Had highlighted this error to my webhost and until now, they have not found a fix…
