Jetpack does not show activate buttons

Hello

I just de-activated and re-activated all my plugins to check something. When I re-activated Jetpack and went to the Jetpack options page the only button next to each feature was the ‘learn more’ button (when you push it just detail info shows up). The “activate’ button was missing. So i deleted and re-installed jetpack and got the same issue.

any thoughts?
