Since you are working locally and your site is not publicly accessible, you cannot connect Jetpack to your WordPress.com account.
You consequently won’t be able to use any of the modules that require a WordPress.com connection. You can, however activate all the other modules by going to Jetpack > Settings in your dashboard.
The modules that can be activated include an “Activate” button next to them, while the modules requiring a WordPress.com connection are just greyed out.

Im using the development Mode and there is no connection to WordPress required
Do you experience issues with modules that don’t require a connection? If so, which ones are you trying to activate, and what happens when you click on “Activate”?

Yes youre right. Im trying css, sharing, extra widgets.
After i activate them, they are highlightet at the left side, i guess it means ativated. But i no function in the areas you descripe in your support sheet,

Do you mean that you can’t go to Appearance > Edit CSS after activating the Custom CSS module, for example?
That’s interesting. Could you send me a screenshot of your Jetpack Settings, under Jetpack > Settings in your dashboard?
