Jetpack’s Related Posts do indeed use Photon to resize the related post image on the fly, and serve an image of the right size under all your posts. The module will use Photon, even if you actually deactivated the Photon module.
If you’d rather not use Photon at all, I’m afraid you’ll need to deactivate the Related Posts module.

Hi! Related Posts auto crop my image. I Was deactivate photon but image remains the same. Can you help me to select full or medium or small for related post feature image (like get_the_post_thumbnail() function?)
@myfrogtee Related Posts will indeed always use Photon, whether you activated the module or not, as we need to be able to resize your images on the fly to make sure large images don’t come breaking the layout of your posts.
If you’d like to customize the different parameters used by Photon to crop your images, you can use the jetpack_photon_pre_args filter, as explained here:
