Jetpack stopping login

While developing our new site on a separate server we’ve encountered a problem. Jetpack when enabled is not allowing us to login. Having researched I’ve whitelisted our I.P in the brute force attack section but to no avail. This is causing lots of hair pulling, anyone able to help?
