jQuery.cookie is not a function

When I enter the Frontend, all I see is a looping gear. The menu doesn’t work; whenever I click on any item it doesn’t do anything, except for uploading video or a link; those seem to work.

The console says the following:

I’ve disabled all plugins, used only default theme. Nothing seems to work.
