I literally overwrote the file with a fresh copy and it started working. Still this is annoying no response.
Still happening every time I do a nightly upgrade. I can’t imagine I am the only one. I even put up a real example above of it not working. Hello? hello? echo… echo…

I’ve not had this issue myself, included version works fine.
There are some differences between the jquery file you have and the current one hosted by jquery.
Go here:

Enter your jquery on the left:

Enter the “jquery hosted” jquery on the right:
http://code.jquery.com/jquery-1.4.2.min.js
And click “Compare”. You’ll see the differences at the bottom.
I’m having the same problem on my sites now..
On admin menu, when I enter New Post screen, menus are not expandable. also I can’t edit slug, or enter tag.. I mean whatever works with jquery.
however when I’m on general dashboard, menu items works..
could not resolve problem..
any help please ?
