jQuery is pretty integral for Contact Form 7 which makes us believe that the issue may be that your theme is missing wp_head() in the header.php file or wp_footer() in the footer.php file, maybe both. If you could verify the above – additionally if you link to your website we may also be able to see why jQuery may not be defined.
