jQuery loading front end

Is there any need for jQuery to load on the front end (when logged out). I have a site that doesn’t use any javascript/jquery at all so it’s a shame to have to load it if it’s not needed.

I would submit a PR but this project doesn’t appear to be on GitHub.

Is there a reason for this before I save this?
