jQuery smooth scroll disabled, menu bar doesn't scroll

I disabled the jQuery smooth scroll plugin in Zerif Lite, but now my menu bar on top of the webpage doesn’t scroll anymore. In stead of scrolling, it loads the part of the one page website. Frustrating…

I disabled the jQuery smooth scroll because of the latest news carousel scroll. That’s fixed for now. Can you help me figure out to bring back the “smooth scroll” to the menu bar, and not in the carousel?
