Is there a way to keep the same image id when importing images?

Unfortunately, no, it’s not possible to define the image ID when importing new images into WordPress.

Because I need to put the id in the shortcode when importing in new site?

You can write custom code that uses our API to do that: https://www.wpallimport.com/documentation/advanced/action-reference/. The pmxi_gallery_image hook can be used to store the image IDs in the post, and then you can use the pmxi_saved_post hook to update the shortcode once the post is imported.
