The offset option is part of the core Query Loop block as of WordPress 6.7 and is inherited by AQL.
AQL also provides a fallback to use the offset control should you be using an earlier version of WordPress.
I’d ask you to reconsider this review.

You, yourself, by way of the very description you’ve applied to your plugin, are claiming that your plugin will provide the specified functionality. If your plugin doesn’t provide such functionality, then your description is dishonest. Period.
It’s no different than someone offering tires, and claiming that their tires will make your car go 500 mph. When it turns out a car equipped with said tires can’t achieve the promised speeds after all, it would be no defense to say “Oh well it’s really the tires inherit the speed produced by the engine.” This is no different.
Accordingly, my review will stand.
To be clear, this feature has always existed in the Query Loop block but was in a place that made it hard to find. This plugin added a new UI to make it easier to find and then that was moved to core.
At that point it made no sense to keep the controls in AQL beyond the fallback added to ensure the controls persisted if those changes were not in the version of WordPress being used.
If you want to claim false advertising, go ahead. Just don’t blame the car because you can’t find the steering wheel.
