Language not working

Hi,

I have a problem with all of the form messages being in english. I’ve search the forum but I can’t seem to find the answer to my problem.

I’m almost a the point where I want to edit the core files.

-My Settings -> General language is set to French.
-The fr.js exists in i18n folder.
-I have Loco translate installed and the French translation is supposed to be complete but it has no effect on the form
-I DO NOT want to install another plugin, such as Weglot in order to get this simple thing to work properly.

Am I missing something here? Could you please help?
