Is there a plugin that asks a visitor to choose a language first and then that user is provided with the content of the page. I’m trying to set up a web primariliy for mobile devices users (a user is going to scan a QR code next to the exibit in the museum exibition) and after that that user could get more information about that exibit, but I would like that a potential user is asked about the language first. Any ideas?

It largely depends on what sort of multi-lingual solution you use for content. Most present content in a default language but have a selector to reach translated content. This selector could likely be adapted to ask first, but the way to do so depends on the specific application. I recommend asking the developers of whichever multi-lingual solution you choose through their dedicated support channel.
