The translation has to reach 100% in order for the translation files to be auto-updated. You can download the .mo file from the bottom left of the page where you suggest translations, like this one:

In order to get your suggestions approved, it’s best to try contacting your language’s Translation Editor. You can find them by going to https://translate.ww.wp.xz.cn and clicking the person icon next to your language.
