The path you mentioned is correct: when you land on the Writing page, scroll down to the Composing section. You will find the toggle to enable LaTex under Add beautifully formatted math equations to your posts and pages using LaTeX.
The direct link to reach the Jetpack Writing settings page is the following:

That looks like a possible old Jetpack version/UI. Have you tried using the direct link I mentioned earlier? It’s https://YOURSITEURL/wp-admin/admin.php?page=jetpack#writing, just replace the “YOURSITEURL” with your site domain.
Also, can you check on WP Admin > Settings if you see any route to land on the Writing dashboard?

Yes, I have. Your link takes me to a blank page. (Viz. the menu you have seen in the image above on the left and a white page next to it.)
Settings > Writing > Writing Settings has the Markdown box ticked, but there is apparently no other option related to maths, latex, markdown or Jetpack.

I solved the mystery 🙂 Your site is a free WordPress.com site, which has some limited shared Jetpack features as compared with the Jetpack plugin that runs on ww.wp.xz.cn sites.
WordPress.com and ww.wp.xz.cn are different, as you can see from this prospect we’ve put together to clear out any confusion:
