Layout issue and functionalities disappearing

Hi

Been installing CP, 1.3.1.2, and the following issue is arising
– the layout is bugged (http://imageshack.us/photo/my-images/51/h23j.png/)
– my dashboard is blank.

Is there anything I can do? There was maybe a hint that jquery may cause that, but I’m not sure…
