Leave a Reply Broken

Hello! I’ve been researching this problem for hours, and need some help! I’ve altered a template with a custom design and the Leave a Reply link is not working. When you click on it, it just adds #respond to the URL, but does nothing. I am not sure what I did that broke this functionality and cannot find any information on fixing it. Allow Comments is checked on all of the blog posts, and the link appears, it just does nothing. The default post has a comment, but you cannot see it. What can I do to troubleshoot/fix this issue? Any help appreciated!
