limit login and xmlrpc

Is there any detailed information available on how limit login reloaded interacts with xmlrpc? For example, if I have limit login set for a limit of n attempts, does that mean a hacker can try n user/pw pairs before getting blacklisted? Or does it mean they can make n attempts to use xmlrpc *each* of which could contain *many* user/pw pairs.
If someone could clarify this for me I would greatly appreciate it.
