Limit new users

I have bots signing up as users on my site. I don’t want to stifle genuine interest (my site shows 250 following, and I want to keep them), but several thousand obviously bogus ‘users’. I have no idea what, if anything, these users do, though recently I’ve been receiving notices that they’re changing their passwords. Any experience here? Can I require my own sign off for a person to become a ‘user’?
