there is a limit for all lists – the list field is limited to 1500 characters.
If you need more blacklisted posts/pages then use approach with individual exceptions where you can define them for each post/page (on the post/page editor page):

However, the issue you have was diagnosed and solved here:

Here is what we have for a site wide leaderboard 728×90. And after adding these exceptions —the front page banner disappears. We don’t see how this has reached its character limit. Can you point me in the right direction? Here is a screen shot of our homepage settings.

Why are you hiding your ad ids?
They are visible to anybody visiting your site and checking the source code.
It looks like this is the same issue as this one:

It seems you haven’t installed the latest version which ignores post IDs on homepage.
Install it and then we’ll check it again.
