Limit to Admin Access Only

Gday, I operate a community website and have multiple users with varied roles and capabilities (using user role editor pro).

Unfortunately some users only publish occasionally and forget that “Share Now” is not “Publish” and hit Share now multiple times before “Publishing”

I need to limit access in the create and edit post pages for all users except admins so that this stops happening but cannot seem to do so in user role editor pro.

What is the best way to do this?
