Is there a way to link two posts together that have already been created.

For example, there is an english post marked as english and french post marked as french. They are not linked. They are the same article but different languages. Can they be linked together?

Or does one need to be deleted, then recreated by clicking the plus icon next to the language?

Yes. Choose, thanks to the autocomplete input field, an already existing post as translation.

btw the autocomplete only works if one has selected “Show all languages”from the top manu of the dashboard (chk Filtering the content on backend side – https://polylang.wordpress.com/documentation/setting-up-a-wordpress-multilingual-site-with-polylang/user-personalization/) otherwise the autocomplete is not finding the translated pages/blogposts
